Special Livestock Breeding Programme is a beneficiary-oriented scheme implemented by the Department of Animal Husbandry from 1976 onwards to increase the productivity in the dairy sector through scientific care, and management of the female calves born. The scheme envisages all essential technical support, adequate health and insurance coverage, and feed at subsidized prices to the growing calves until they reach the production stage. Crossbred calves are selected at the age of 4-6 months and are extended special care and attention up to 32 months. From 1997 onwards the scheme is being implemented through local bodies in all 14 districts with active participation of the Milk Producers Co- operative societies. SLBP Headquarters oversees the entire activity of the Special Livestock Breeding Programme.

Objectives:

• To reduce the age of first calving of crossbred heifers by reducing the age of attaining puberty through feeding of good quality feed and scientific management practices.

• To tap the production and genetic Potential by better Feeding and Management practices.

• Ultimately, to increase the total milk production of the animals in the State.

• To provide health cover, including prevention against common contagious diseases for the selected animals.

• To provide insurance cover against loss due to unforeseen reasons.

Activities:

  • Selection:

Healthy female calves aged 4 to 6 months are selected from the calf birth register of the Veterinary institutions in the Local bodies.

  • Enrollment:

The selected calves are enrolled and provided insurance coverage for a specific period.

  • Extension activities:

All beneficiaries are given one-day training on the scientific rearing of calves.

  • Feed Distribution:

The enrolled calves are given fixed quantities of quality feed as per their age through selected milk co-operative societies every month at 50% subsidized rates.

  • Follow-up:

The calves are periodically monitored for growth, and reproductive parameters are evaluated. Dewormers, mineral supplements, and vaccinations are provided at necessary intervals.

Public Service:

Scientific and financial assistance is provided to dairy farmers for rearing calves.

  • 50% of the feed cost and insurance premium is given as a subsidy.

  • Feed handling charges as feed commission and managerial subsidy are given to the milk societies involved in the scheme.

Office Timings:

Regular working hours are stipulated for each institution under the Department.

  • 15 am to 5.15 pm – SLBP Headquarters, DLIO, and FLIO offices.

Achievements:

Every year, an average of 65,000 calves are enrolled under the scheme, for which around 40 crores of plan funds are utilized annually.

Administration:

The Additional Director, SLBP (HQ), is the State-level implementing officer of the scheme. He/She is assisted by a Joint Director, 2 Deputy Directors, a Veterinary Surgeon, and other supporting staff at the Headquarters. The entire scheme implementation is coordinated and monitored from the office of the Additional Director. At the district level, there are District-level and Field-level implementing officers for the implementation of the scheme.
