The Animal Disease Control Project, named ‘Goraksha’, is a collaborative endeavor started with an MoU signed between the National Dairy Development Board (NDDB) and the Government of Kerala, marking a new promising path towards the achievement of animal health and disease management in Kerala. Inaugurated on the 27th of March, 2004, as per G.O. (Rt) No. 176/04/AD dated 14.08.2004, this initiative has supported and safeguarded the welfare of the livestock and dairy sector thereafter.

The major activities undertaken by the project are vaccination, manpower development, epidemiological studies, outbreak management, sero-monitoring, extension, and publicity, in short implementation of ‘The Prevention and Control of Infectious and Contagious Diseases in Animals Act 2009’. As per G.O. (Rt) No. 1100/2002/AD dated 12/9/2002, a working group of experts was formed as per MOU including those from the Government of Kerala and NDDB to prepare a proposal for creating the project. The Working Group (RWG) report outlined a management committee (Project Management Committee-PMC) for the overall management and monitoring of the project and establishment of the Corpus Fund. In 2009, NDDB left the scenario, and the State Government continued the project on its own (G.O. (RT) NO. 1359/2009/AD DATED 4/8/2009; G.O. (RT) NO. 789/2004/AD DATED 7/8/2009).

Goals:

  • Eradication of major animal diseases: To systematically reduce the incidence of major animal diseases that affect livestock through widespread and effective vaccination programs.
  • Manpower development: Enhancing the skills and knowledge of our workforce to ensure superior care and management of animal health.
  • Epidemiological Studies: Undertaking detailed studies to understand disease patterns and improve control strategies.
  • Outbreak management: Implementing prompt and effective responses to control and manage disease outbreaks.
  • Sero-monitoring: Regular surveillance to monitor and ensure the health status of the animals/birds.
  • Extension and publicity: Spreading awareness and education among the farming and pet owner communities.
  • Implementation of ‘The Prevention and Control of Infectious and Contagious Diseases in Animals Act 2009’.

Major Activities of the Institution:

  • Nodal Office of Livestock Health and Disease Control (LH & DC) Project of the Government of India.
  • Single Point of Contact of LH & DC for the Government of India.
  • Plays a major role in the implementation of ‘The Prevention and Control of Infectious and Contagious Diseases in Animals Act 2009’ by carrying out various vaccination programs.
  • Implementation and Monitoring of various disease control projects funded by the Government of India.
